How to remedy this DIY cinder block front porch? : HomeImprovement

I bought a house a year ago with THIS cinder block porch the previous owners DIY’d. The porch is a square of cinder blocks with a + of cinderblocks in the middle filled with black dirt then topped with pavers. Walking through with the inspector he noted this porch was not up to code but is level and not necessarily unsafe or a concern. He did note that they should have used sand/gravel and not black dirt because it will settle over time. I have noticed the pavers on top do wobble when you walk on them and I don’t love that gap on the backside.

What is the best way to get the pavers secured and what is the best method to “trim” pavers to complete the smaller back row?
