LVP near toilet flange.

Hello all! I’ll be laying down some LVP in my bathroom but I’ve seen lots of contradicting things about this on the internet when it comes to the toilet flange. My idea has always been that the toilet flange sits on top of all layers (subfloor,underlayment,finished floor) but I’ve seen some people installing LVP and they kind of just butt it up flush with the flange. I’ve seen people say that is because you can’t drill through the the LVP to create holes for when tightening down the bolts on the toilet or that it needs space for expansion.. things like that. I’ve provided a picture that shows the two options.. I’ve always thought it was figure 1 in the photo but can anyone tell me any experiences they’ve had when doing this ? Thank you!
