Replacing paving stones

Hi everyone. I have a 1970s patio at our new house (in Germany). Ideally I would have paved over the existing patio but this would take me well within the required 150mm distance of the houses water line (damp proofing? )

Can I simply replace the pavers without going to all the effort of digging out and laying a new base etc?

Also, the patio at the moment doesn't appear to have much gradient. Rain does not flow to the house which is good but then it doesn't flow drastically away.

It would be great to hear your views, also on how you would lay the new stones (ie with cement or just direct on sand) and how you would maybe put a slight slope in the first meter or two without drastically digging out ans starting afresh
