What is this hole in my basement wall? : HomeImprovement

I live in a 100 year old home. We have an unfinished basement that is mostly dry (there is a sump pump on one side put in by a former owner, Dryloked walls — not sure about french drains). On the other side of the basement is this hole where water, of course, comes in during heavy rains and snow melt. I’d say it’s no more than a few cups of water that end up on the floor. I have hydraulic cement, but am afraid that patching it up may cause more issues than not. Any ideas?
